Voting Question: How to pursue an idea for major website?

Is there a place you can go to pitch/sell well-developed ideas for commercial websites and become involved in a partnership in their development? The ideas I have in mind are very doable but are far beyond my technical and financial capabilities to develop them on my possess (or in partnership with friends). Thx.
